At Thornhill Park, WPA’s success in managing the rezoning process in record time has contributed to a successful outcome for developers the Welsh Group. The Group had identified this site, 30 minutes from the Melbourne CBD on the Western Freeway, as a future residential growth zone, but the area was originally designated for Employment.

The rezoning was achieved under Section 20(4) of the Planning and Environment Act, which provides that the Minister can authorise a zone change if the interests of Victoria make it appropriate. This remains the only land subdivision rezone that has so far been obtained by this method.

A Planning Permit for an initial 1300 lots was issued within two weeks of the rezone being gazetted – the first such permit issued by the City of Melton. A further five planning permits across different titles have subsequently been issued taking the total estate to in excess of 2500 lots.

WPA is project managing the Thornhill Park development, with up to eight stages (500 lots in total) under construction at any one time. Infrastructure projects include noise walls, retarding basins, a sewer pump station, and providing many kilometres of external services to the site. Acceleration and deceleration lanes on the Western Freeway are also being constructed.

In late 2017, Thornhill Park was officially named a suburb. It is one of Melbourne’s fastest-growing residential communities, with more than 700 lots selling each year.
